I would support this.

Hell, disable sigs entirely until you get a certain post count or rep.

I'm at another forum where links are disabled for 5 posts and sigs for 10.

Scumbags/scumbots just posted loads more..

most of the other forums i see require a mod to approve the post before it is listed for the first few posts... Maybe this would eliminate spammers?
