have you tried re-booting? I've had this happen before and a re-boot freed them up.

I've restarted several times, and I scan for viruses automatically ever night @ 12:00PM, it still says the same thing after restarts and the virus scan hasn't found anything.

Go to http://www.gibinsoft.net/gipoutils/ and download the Move On Boot program. Install it, it add's a "delete on next system boot" option to the right click menu in explorer. It add's a delete command into the boot process before the OS has loaded. It will bypass any security measures you have and the file/folder will be gone forever so make sure you dont need the files.
This is also usefull for viruses ect that can be detected but not deleted with AV software.

ultimate boot disc 4 windows will give you full access to all files on a hard drive, even system volume info.

I tried that out and no luck, after I restarted they were still there. That is a very useful tool though, so I'll probably leave it installed. Thanks.

I forget what it's called, but there's another program that lets you end whatever processes or programs are calling on a file so you can delete it.
