To make the spiral:

gradient bottom to tom with default colors.

filter>distort> wave (default settings(make sure "square " is checked))

filter>distort>polar coordinates(default settings)

filter>distort>twirl(set the amount to how much you want it to be swirled)

To get thhe color on it make a new layer with the color of choice, put on top of swirl layer and set mode to overlay.
