The day you'll see laptops with stock watercooling from factory, assuming you want a performing quadcore, lol.
Seriously, my C2D T7200 hears up at around 60-70C while playing. I don't see how the plastic would hold up if there's that much heat i nthe casing. There's some kind of acrylic on my laptop that really slighly warped due to heat, you can't find out unless you use a light to point at the location, you can see with the light reflect there's some warping.
My guess would have to be probably sometime next year, most likely by Q2. Possibly even sooner, but I doubt it. But I wouldn't think any later than that? Just a guess though, based only on the knowing of how fast technology develops.
They are going to have to think of some genius cooling solution though. The C2D's may run cooler than most other laptop processors (most desktop too), but the Quads run quite hot as far as I've heard/know. So its either a breakthrough in laptop cooling, or a redesign of the processor to make it run cooler.

umm i was reading an article in a mag a couple fo weeks ago and they had a review of a quad core gaming laptop, the specs on the thing was beast, and it only had 30 min bat life lol

I like how that chip does not even exist. There are no Penryn cores running with a 1333Mhz FSB, and the fastest mobile processor is a dual core 3.06Ghz Penryn. The fastest mobile quad core is the Core 2 Extreme QX9300, which runs at 2.53Ghz.
On the desktop front there is the Core 2 Extreme QX9650, which runs at 3.0Ghz on a 1333Mhz FSB but that is a Yorkfield core, nor Penryn (sure they are mostly the same, but they are not the same thing). Also with a TDP of 130W I would not want to see that chip in a laptop (where the max TDP is 45W for "extreme" processors, usually 35W TDP processors are used).
For a mobile C2Q your choices are:
Q9100 - a 2.264Ghz chip
QX9300 - a 2.53Ghz chip
