Not really. If the board is dead, it shouldn't run anything.
Sometimes motherboards or OEM's have bootable diagnostic CD's.
For a potentially bad motherboard, disconnect all drives, pull expansion cards, memory, disconnect kb/mouse/printers/etc.
Basicly test it with nothing but PSU/MB/CPU. I've seen something as innocent as a USB hub cause a no-post.
If it's dead and won't post, I don't think much of anything would work.
one prob with checking is the mobo can be pretty complex. One part may be dead but others will work.
If its a comp failure I usually check the PS first.
I have a skt 939 mobo that has no onboard USBs but otherwise works fine. One other mobo skt am2+ works perfect but only in the memory in slots 1a or 3a. If I try to put a stick of memory on slots 1 or 3B it wont boot.
some mobos have removable Bios chips that can be purchased separately if you think it may be a bios failure.
They normally have a small set of pins for a diagnostic chip on the motherboard somewhere. Either that or you could get a PCI one.

well if you've part swapped the power supply with a known good one, same for the ram and such it's prob a mobo.
As far as I know you'd need the board to turn on and post before it can run any sort of anything.
you can jumper the green and black wires i think 18-19pin to turn a psu on by itself.
