It brings up the very first screen Vista screen after a fresh install. I don't want to do it, but can you wipe the system from here?

Isnt that just the welcome thing that comes up after a new install? Create a new user account and log in the first time, you might get the same thing.

no it wont wipe your machine, it checks your systems validation status.
