Hmmm, what it can't do? I'm not sure what it CAN'T do. It operates by linking voice commands to keys/macros that you set up. Starting programs from the desktop might be difficult, but once the program is running any command or macro can be activated by voice.
Here is the trial download from Tucows. It's limited to 5 commands/program but it will give you an idea of it's capabilities.

Holy crap, that trial rules! Thanks. :0 I think it's all I need. I only need one command per program... I think. I'll see if it's worth the money. One step closer to becoming a vegetable x_x

Though it is not total voice Recognition, some university set up software that use hand and voice commands on Warcraft 3. It allowed for quick defence of your base and quick attack, it was pretty cool.
