You can start by being a bit more descriptive--perhaps a few screenshots of what processes are running?
I don't understand what you mean. It goes from 640 to 22 in what? What exactly are you doing when this happens?

I was playing Delta Force - Black Hawk Down and in game w/o fraps recording, it said I was getting 550-620ish fps. Once I hit record it dropped alllll the way down to 20-24fps.
The next map I was getting 450fps w/o it recording but once i hit record it dropped back down to 20-24.
Then when I tried playing the video, it turned out like this:
So, this slow-down only happens when you're recording? Recording video of your screen takes massive CPU resources and probably a good disk I/O hit as well. You can play with the encoding settings and lower the resolution your game is running at to improve performance. Unless you want to play with showing the game in slow-mo in your vid, you don't need to capture faster than 30 fps anyway.
