True vectors are scaleable and typically .svg format, this is just a mock vector. A Vector is where you turn an image into a mathematical equation with colors (hence, the scaleability). This isn't a real vector, as I said. It's a mock vector. It was done in Photoshop 6

And a as you call 'mock vector' is actually known as a Vexel. Which is a style like a vector but completed in a program that doesn't use vectors i.e Photoshop. It's a mixture of 'Vector' and 'Pixel'. So theres some very useful fact for you
Nice job though, i think some of the lines could do with beling a bit more curved, some don't look right.

All I really did was increase the image size (by a lot) and trace/recolor the image, it was a snapshot from an episode of lucky star, kinda like this (i can't find the fecking base image for the vector I posted, so this is just an example)
