It differs from nation to nation. Not many places have enacted laws and in many it lays outside existing ones. After all "their" wireless radiation is penetrating your house. Where is the upside? If someone does not take the easy steps to securing their wireless they may have chosen not to. To say its a grey area is an understatement. Having said that, I'll add something - broad.

There are a few bits to complete yet and my health is really rough so my eye has not been on the ball.

I did see that link BUT it is from the "hardware" section and the wiki I am building here is much wider than hardware. I thought it would be more appropriate to link to this wiki from the tutorials section for that reason.
