Are you talking about sending it to a retailer? You don't want to do that. Send it directly to the company. The retailer, ex. Newegg, can't just send you another company's stuff for free. Send it directly to the manufacturer, they'll contact you back.
Here's an example. The "Contact" page for Sigma (maker of the case I'd like to use for my next mod). I'd probably send it to the "General Questions and Comments" address.

First and foremost, you need to have a body of work. Sponsors are not going to kick in some help simply by showing them slick sketchup renderings or written ideas. Once you have a few mods under your belt that prove to be a success with the modding community, then you can start asking for the more critical PC components. You should also have a website that has good photos and worklogs.

Not true at all. Start by asking retailers for some help. They just might be hungry enough for the attention and advertising to send you some parts/supplies.

The retailers have the direct link to the marketing departments of the manufacturers. If a retailer were to sponsor a project, more than likely they would get "marketing sample" products from them to pass on to you, rather than pull it from their own stock.

this bis useful information,
Try to sound professonal in your letter, go into town, your local PC shop, ask them to sponcer you, but dress up (IE, not scruffy jeans and top) trousers(Pants) and a plain shirt.
Take in your concept designs, but makesure there complete. EVERYTHING must be done, the rengerings, the setup, what software you will be running, what the PC will be used for.
Also offer somthing tempting, Free advertising is always a good one, the other good one is to offer to let them have the PC in there window for a few week for example (I've used that one a few times, and it always gets there attention)
as crimson said, do start until you got the money/parts, and all of them, nothing worse than starting a mod and the final companant suddently pull out.
but the most important, be confident.

Now that's a good idea. I know a store that's basically on main street of the town just north of mine, and they've got nifty stuff there that I could use.
