Is it the voltage-regulation capacitors up around the CPU? Some Pentium 4-era boards were made with a bad batch of Nichicon HM/HN series caps that were overfilled with electrolyte. If that's the case (they'll be burst open) the board's probably not worth saving unless you're a bit handy with a soldering iron.
See the cylinders that look like a can of Great Stuff shot with a pellet gun? Do you see anything like that on your board?
dude I had aproblem similar and it wasnt the board.some boards just dont run linux real well.i installed windows and every thing went fine.
But his problem is in windows and linux.
naw the motherboard looks mint... caps r fine.. and even if so.. i could re solder them.. if i could find the right caps.. but ye.. tis not the case... i wish otherwise.. but there is leads to gettin me a better motherboard/proc.. so im hopin those will come thro...
and yes.. the issue started in winblows... and then seemed to progress to linux..
