So should I be looking at an AMD or Intel? Would I get better performance with a $230 AMD processor or a better performance with a $230 Intel processor?

Really, AMD is the way to go for a budget build. Yeah, there are cheap Intel processors, and quite frankly I typically prefer Intel, but if the money is tight I recommend AMD.
