    Default bad solder joints?

i was jsut inspecting my rig to make sure everythign is going good. and i decided to take the vid card and blow it off with some air. while inspecting the back of it i noticed white chalk like stuff all around the solder joints on the back of it. it still works but the front end of it has a trace where the front capacitor is. the other night my board plus teh card got so hot i burnt my hand touching ti. the colt regs on the card where burning and now im worried something happen. is this white chalking substance normal. i may be able to take pics tomorrow if i can find my camera.
