    Question Front panel fan layout

I don't know why, but this has been bugging me for a while. Why are there sometimes fan ports in the front of a case, if the front bezel is in the way of getting cold air from the outside to the fan? (Such as the case I currently have) Is it still worth while to put a fan there, just to keep things circulating, or is it a waste of money to buy a fan that can't bring in cold air or blow hot air out? Wouldn't it only help if there was access to outside of the case? As you can probably tell, this is confusing me greatly. Any answers would be great.

There's usually space for airflow under the bezel, and the fan may be designed to suck air out from the sides of the case, then push it back in.
