I worked on a very similar prototype, and I managed to make a version out of some bondo and plastic, then using a simple speaker and an already made microphone I made it functional. Well, with phones like the G1, when you have root access, you can turn your phone into a wireless router with the press of a button. The downside to this is why would you want to use skype when you already have a cellphone?
