Damn, I've got my 775 3.4ghz p4 at 3.8 with some crappy cooling. I should be able to push it above 4ghz with some better cooling!

Easily. My 6 or 7 year old 3.6Ghz P4 hit 4.0 without breaking a sweat and 4.2 on air...though I never watercooled it.
Still, that's only a 12%OC from 3.6 to 4.0. My q6600 @ 9x450 (4.05Ghz) was more impressive as a 68%OC...which is just filthy. It wasn't prime95 stable though, and was only a benchmark. Unfortunately, I can't prove any of this as the screenshots are on a WD raptor which lies somewhere in my freezer...likely covered in frost by now as I'd forgotten about it. So, unless I feel the urge to get off my butt and take my gpu out of the loop, or get a bigger radiator, or both, I will have to watch this club from the outside.
Or if I swap in the OC'd P4, does that work? That wouldn't even be a challenge though...I'm sure that could hit 4.5 or so...

I'm never going to make it here lol - my system refuses to O/C for some reason. Running a Q6700 on an MSI P45 Platinum mobo & TT Frio cooler - from what I've read, 3.0 should be a breeze, 3.4 utterly realistic and 3.7 is a 50/50. Best I can do is 2.75 and stock is 2.66 :s

it might be your memory. I can only get to 3.6 on my Q6600 and Asus P5E Deluxe. I need faster memory

I used a memory divider to clock it down to about 625 before raising the FSB - idn - not that bothered really - Quad 2.75 is more than enough for my day to day needs lol

it is high. quick and nasty to test the board, used 100% success settings.

I just wanted to post my latest attempt. This was on water with a Danger Den MC-TDX multicore block and Black Ice SR1 240 Radiator. I upped the multiplier to 20.5 and upped the Vcore to 1.550v. The results were a 4.11GHz overclock which proved stable after a 30 minute OCCT 100% load with a 57.8c max temperature.

It might be the motherboard, or possibly some odd bios setting. I find it very hard that the CPU itself can't even hit 3.0GHZ. Will it post?
